Saudi title deed digitization: paper deeds and registration

27 October 2026 · 8 min read

If your property in Saudi Arabia still has a paper title deed, digitization is usually the first job before real estate registration. The Ministry of Justice lets owners convert a handwritten or lost deed into an electronic one online, and the Real Estate Registry accepts a “paper submission” (التقديم الورقي) from owners whose new deed is not ready in time. This guide to Saudi title deed digitization covers both routes and how they fit together.

This is general guidance, not legal advice. Procedures change, and the official references are the Ministry of Justice, the Najiz portal and the Real Estate Registry platform.

What digitization means here

The ministry’s service is called “Apply for digitization of real estate title deed” in English and تقديم طلب تحديث أو تعديل صك عقاري in Arabic, which is why owners often call it “updating the deed”. It lets you digitize a written or missing title deed, or amend an existing electronic one, without visiting a notary office (Ministry of Justice).

The service is well established. By October 2022 more than 1.5 million people had used it, according to the ministry, and an electronic deed lets owners handle sales, mortgages and verification without visiting a notary (Okaz, Arabic).

Why it matters for real estate registration

The Real Estate Registration Law makes a proper deed a condition of first registration. Article 8 requires that the property “shall have a title deed which meets legal requirements”, alongside complete geospatial data (Law of Real Estate Registration). In practice, the registry’s online service asks for “an electronic deed for the property, issued by the Ministry of Justice” (REGA), and the registry’s spokesman has said it relies mainly on the updated deed issued by the ministry (Okaz, Arabic).

Two more points make it worth starting early:

Before you apply: four checks

These are the ministry’s conditions (Ministry of Justice):

  1. The deed is valid. The service only accepts a deed that is still in force.
  2. It has not been registered already. The ministry says you can check this through its real estate service.
  3. Your entries match the deed. What you type must reflect the deed exactly, and the city, district, plot number and plan number must match the deed, or an official letter from the competent authority, a copy of which you attach.
  4. You have a survey decision or a real estate ID. One of the two is a required attachment.

Getting a survey decision

The Balady platform explains that a survey decision (قرار مساحي) can be requested specifically for updating a paper deed with the Ministry of Justice, and only decisions issued for that purpose come with a real estate ID number (هوية عقارية). A decision for an Ehkam request is a different purpose, so pick carefully. You contract a surveyor-classified engineering office and pay the service fee, and the decision is valid for three years (Balady, Arabic).

How to apply, step by step

The steps below follow the ministry’s service page (Ministry of Justice, Arabic):

  1. Sign in to the ministry’s real estate platform (the Arabic page calls it منصة البورصة العقارية, the Real Estate Exchange) with Nafath, the national single sign-on.
  2. From the services list, choose the request type: a new update for a paper deed you hold, a lost deed update, or an amendment to an electronic deed.
  3. Enter the required data, copying it from the deed itself rather than from memory.
  4. Attach scans of the front and back of the deed, the survey decision or real estate ID, any supporting files, and the official letter if your property details come from one.
  5. Accept the declaration and undertaking, then submit.
  6. Write down the request number. It is the Ministry of Justice request number the registry asks for in a paper submission.

The same page lets you download a notice of a deed’s deficiencies by entering the deed number, date, issuer and owners. It gives no processing time and does not clearly state a fee, so it is worth checking both on Najiz before you count on a date.

If the original deed is lost

Choose the “lost deed update” request type. The same conditions apply.

The registry’s paper submission service

The paper submission exists for owners who cannot meet the registration requirements in time. The Real Estate Registry launched it so they can submit their data manually, and it covers paper deeds and pending requests on the Ehkam platform (Okaz, Arabic). REGA describes it as a request made through the registry’s electronic platform that lets owners without an electronic deed explain why their property was not registered during the announced period (REGA, Arabic).

What you attach

What it does and does not do

According to the registry, applying exempts the owner from the violation regardless of the request’s status (Okaz, Arabic). It does not close the file. You still need to follow the request, complete the procedures and provide any extra documents until the ownership registration deed and property record are issued (Okaz, Arabic).

Timing

The sources do not say plainly whether a paper submission made after your area’s end date has the same effect. The safest course is to file within the window and to confirm anything unusual with the registry on 199002.

What Ehkam is

Ehkam is a platform launched on 20 December 2020 to receive requests to prove ownership of property and to amend court-issued title deeds (Okaz, Arabic). If your property has a request there, its number is what you attach.

Which route fits your deed

Deed status Usual next step
Electronic Register on rer.sa; see how rer.sa registration works.
Paper and valid Digitization request with the ministry, then register with the electronic deed. If the window is closing, a paper submission with the request number.
Paper and lost A lost deed update request, then the same path.
Pending on Ehkam A paper submission with the Ehkam request number, then follow it up.
Inherited and undivided The heirs’ documents first; see inherited property in Saudi Arabia.
Under dispute Ask the registry on 199002, and a licensed lawyer, before acting.

When the deed and the ground disagree

Article 13 of the registration regulation deals with deeds whose lengths or area differ from the property on the ground. The deed data is recorded if an approved survey shows the difference is within the tolerances below, and no third-party rights, road boundaries or public utilities are affected (implementing regulation, Arabic):

Location Length error Area error Largest allowed difference
Approved plans inside urban boundaries 1% 2% 100 m²
Unplanned areas inside urban boundaries 2.3% 5% 300 m²
Outside urban boundaries 3.5% 7% 3,500 m²

Beyond these limits, registration does not continue until the difference is resolved through the legal procedures. One exception helps: if the actual area is smaller than the deed by more than the tolerance, the consent of those concerned to the shortfall counts as resolving it. If you suspect a gap like this, start early.

How Sakudar helps

Sakudar is an independent subscription app, not a government body. You add each property once with its deed type: electronic, paper, pending on Ehkam, inherited and undivided, or disputed. When the registry announces your district, you get an alert by WhatsApp, in the app and by email, with a confidence level (confirmed, or possible when only part of the district is named), a countdown to the official end date in Hijri and Gregorian, and a document checklist for that deed type. It will also tell you when vacant property fee zones are announced.

Sakudar does not update deeds or file paper submissions, never connects to government systems and never asks for your national ID or Nafath login. See features and pricing: the Owner plan is SAR 19 a month or SAR 149 a year, VAT included.

FAQ

Can I register on rer.sa with a paper deed?

The online service asks for an electronic deed from the Ministry of Justice. With a paper deed, the usual path is to request digitization first, and to use the registry’s paper submission if the new deed is not ready before your area’s end date.

How long does deed digitization take?

The ministry’s service page gives no processing time, so starting before your district is announced is the safest plan.

Does the paper submission remove the risk of a fine?

According to the registry, applying exempts you from the violation regardless of the request’s status, as long as you follow it until the registration deed is issued. For an unusual case, ask on 199002.

Do I need an office or agent?

No. Both services are online and owners can file them themselves. If someone applies for you on rer.sa, the registry requires a valid power of attorney; our rer.sa guide covers agents.

If your family holds several paper deeds in different cities, the hard part is knowing when each district is announced. You can try Sakudar free for 14 days, no card needed. Deed updates happen on the Ministry of Justice platforms, and registration on rer.sa.
